Traffic master plan for North Rhine-Westphalia
PTV's RTT division has developed a method to evaluate the project and development scenarios for the integrated traffic master plan for the federal state of North Rhine-Westphalia. On the basis of the IGVP Act, PTV had to create an assessment scheme evenly covering the following three areas: individual and social requirements, economy and environment. As numerous parameters cannot be converted into monetary units, the RTT division has developed both a cost-benefit analysis and a utility analysis approach for the project analysis. The development scenarios have been evaluated exclusively on the basis of the utility analysis. The evaluation results from the utility analysis were converted into strengths/weaknesses profiles to be used as a basis for discussions with politicians, public authorities and associations.
